The Bloomington Police responded to an “uncooperative” man in an apartment at Kinser Flats in the 1600 block of N. Kinser Monday afternoon before 4 p.m.

Officers could be heard on radio traffic saying the man was throwing flares. Soon all police radio traffic was stopped, except essential communications, so police could respond.

Police soon dispatched the Critical Incident Response Team, and a standoff began until almost 6:30 p.m., as residents of the building stood out in the cold, and some took refuge on Bloomington Transit buses in a lot nearby. Finally, there was the sound of a stun device, and then another, both that flashed light outside the building. Members of CIRT stood in formation with weapons pointed at an apartment with a broken window.

Then a few minutes later, a man was brought out of the apartment building and placed into a police car.

The Bloomingtonian will check with the police to see if more information is available later.
