Larry Allen, currently serving as an Assistant City Attorney for the City of Bloomington, has been named the new Deputy Mayor, effective July 29. The announcement was made by Mayor John Hamilton during a press conference held earlier today.
Allen will succeed Mary Catherine Carmichael, who will be stepping down from her position as Deputy Mayor, effective July 28. The announcement did not provide information regarding Carmichael’s future plans.
Allen has worked as an Assistant City Attorney since February 2018, and played a significant role in several crucial projects within the city, including Hopewell, the Trades District, annexation, and the city’s zoning code, according to the City of Bloomington. Prior to joining the City of Bloomington, Allen worked as a Deputy Attorney General specializing in appeals for the State of Indiana.
Born and raised in Bloomington, Allen is a graduate of Bloomington High School North. He holds a bachelor’s degree from Olivet Nazarene University, a Master in Public Affairs from IU’s O’Neill School of Public and Environmental Affairs, and a J.D. from IU’s McKinney School of Law. Before pursuing a legal career, Allen also worked in the fields of human rights and public radio.

This is a community I love and that has shaped every facet of my life. I am grateful to Mayor Hamilton for providing me with this opportunity to keep serving the City and its residents as Bloomington carries forward its transformative endeavors.”
Carmichael, who has served as Deputy Mayor since January 2023, previously held the positions of Communications Director from 2016 to 2018 and Public Engagement Director from 2018 to 2022. Mayor John Hamilton praised Carmichael’s exceptional public service and expressed his gratitude for her commitment to the residents of Bloomington. Carmichael also expressed her appreciation for the opportunity to work alongside Mayor Hamilton and her colleagues.
The newly appointed Deputy Mayor, Larry Allen, will receive an annual salary of $120,913.
