BLOOMINGTON, Ind., Feb. 23 — Former five-term Bloomington city council member Steve
Volan has declared his candidacy for Monroe County Commissioner, District 3. The Volan
campaign will host a launch event at Hopscotch Coffee, 235 W. Dodds, on February 27 at 7
Why Volan is running
Volan is running to get more housing built, to fix the Monroe County Jail, and to generally
bring decisive action and diplomacy back to county leadership.
“If Monroe County is one community, then our leadership needs to start acting like it.
Monroe County should be helping Stinesville, Ellettsville, and Bloomington, not competing
with them or treating them like the enemy. I’m running to represent all of Monroe County,
including its incorporated places.”
“The current board of commissioners has dithered endlessly. The food and beverage tax
has been collected for six years, but the community still has no convention center.
“Our jail has been a human rights violation for 15 years. Instead of fixing its many problems,
the Commissioners point fingers at everyone else and are still trying to move the entire
justice system away from the courts and services.
“And despite the enormous demand for housing, the Commissioners are actively trying to
prevent affordable housing from being built.”

A Tested Veteran and an Independent Voice
Volan is a tested veteran of local government. He represented District Six (central
Bloomington) for 20 years on the Bloomington City Council, serving as president,
vice-president, and several years as parliamentarian.

Volan has worked with the county throughout his city tenure. In his capacity as
councilmember, he served on the board of the Monroe County Solid Waste Management
District for 14 years. More recently he served on the Policy Committee of the
Bloomington/Monroe County Metropolitan Planning Organization, including as chair in 2022
and vice-chair in 2023.
In addition to his work on the city council, Steve Volan is the host and executive producer of
“The 812”, a daily interview podcast about city government that can be found at He has taught at Indiana University Bloomington since 2002. He was the
founder and owner of The Cinemat video rental store from 2002 to 2009. He founded, the first provider of Internet service in Bloomington, in 1995. He completed
a Master of Arts Geography at IUB in 2019. He has lived in Bloomington since 1986.
Primary Day is Tuesday, May 7, 2024. Early voting begins Tuesday, April 9. The District 3
seat is currently held by Penny Githens.
